Recently, China Customs has greatly increased its inspection efforts on exported hazardous chemicals. The high frequency, time-consuming, and stringent requirements of inspections have led to delays in export declarations for pesticide products, missed shipping schedules and use seasons in overseas markets, and increased corporate costs. At present, some pesticide companies have submitted feedback to the competent authorities and industry associations, hoping to simplify the sampling procedures and reduce the burden on the companies.

According to China’s “Regulations on the Safety Management of Hazardous Chemicals” (Order No. 591 of the State Council), China Customs is responsible for conducting random inspections on imported and exported hazardous chemicals and their packaging. The reporter learned that starting from August 2021, the customs has strengthened the random inspection of the export of hazardous chemicals, and the frequency of inspections has been greatly increased. The products and some liquids in the catalog of hazardous chemicals are involved, especially emulsifiable concentrates, water emulsions, suspensions, etc. , At present, it is basically a ticket check.

Once the inspection is carried out, it will directly enter the sampling and testing process, which is not only time-consuming for pesticide export enterprises, especially small preparation packaging export enterprises, but also increases costs. It is understood that a pesticide company’s export declaration for the same product has gone through three inspections, which took nearly three months before and after, and the corresponding laboratory inspection fees, container overdue fees, and shipping schedule change fees, etc., far exceeded the budgeted cost. In addition, pesticides are products with strong seasonality. Due to delays in shipment due to inspections, the application season is missed. Coupled with the recent large price changes in domestic and foreign markets, the products cannot be sold and shipped in time, which will subsequently lead to the risk of price fluctuations for customers, which will have a very large impact on both buyers and sellers.

In addition to sampling and testing, the customs has also intensified the commercial inspection and inspection of the products in the catalog of hazardous chemicals and put forward strict requirements. For example, after the commercial inspection, the customs requires that all the inside and outside packaging of the product must be affixed with a GHS warning label. The content of the label is too large and the length is large. If it is directly attached to the bottle of the pesticide small package formulation, the original label content will be completely blocked. As a result, customers cannot import and sell the product in their own country.

In the second half of 2021, the pesticide foreign trade industry has encountered logistics difficulties, difficulties in obtaining goods, and difficulties in quotation. Now the customs inspection measures will undoubtedly once again cause a heavy burden on preparation export companies. Some enterprises in the industry have also jointly appealed to the competent authorities, hoping that the customs will simplify the sampling inspection procedures and standardize the operability and effectiveness of the sampling inspections, such as the integrated management of production areas and ports. In addition, it is recommended that the customs establish reputation files for enterprises and open green channels for high-quality enterprises.
